AllVideos does allow local playback of videos hosted on your server. The JED information even states that.
I'd agree though - most of those plugins seem focused on videos that are stored on platforms like YT, Vimeo and so on rather than locally hosted.
Perhaps this one - https://extensions.joomla.org/extension ... -advanced/ as it seems to have a playlist function (that is not concerned with YT/Vimeo etc). It's not a free extension but check the demo to see if it's more in line with what you're after). It is both module and plugin.
Even if a module, you can insert modules anywhere these days - directly in articles with LoadModule or LoadPosition (or with extensions like Regular Labs Modules Anywhere)
Maybe the Playlist is a function of [[youtube]], Vimeo or whatever, and the plugin is simply taking advantage of those functions.Additionally, it allows you to playback any web-native video/audio file format hosted on your server or even a remote server, providing great flexibility when it comes to media content embedding.
